Where deployable artifacts and Maven dependencies live. GitHub Releases is settled for anything deployed. Unresolved: whether the two Reposilite instances stay, or whether GitHub Releases can serve Maven/Gradle for internal dependencies. F4 cannot be finished until this lands, because startup-pull fetches from whatever this decides. Closes decision 58 and open item 5.
